I am of opinion that under the existing state

Trade with Holland has passed into the hands of the Dutch Government, which has come to an understanding with the Japanese authorities for the needful supply of Foreign Articles.
Things being as they are, the Chinese and the Dutch, have a right to trade with the Japanese, and from the privileges enjoyed by those nations, we are excluded. There is no expressly Treaty Foreign Trade in Japan, except such as is carried on through the authorities, who fix the prices and conditions of Sale and purchase, and by late arrangements the monopoly of
A. was made to me some time ago to grant a Certificate of Registry under the Notification inserted in the Hongkong Gazette of 4th August last, as reported in my despatch No. 106 dated 28th July 1855, but I have been given to understand by the Owners of the Vessel that the intention of sending her to Japan has been abandoned.
